Lowongan Cost Control & Contract Engineer at Operator Oil and Gas Company

Currently our client a multinational Operator Company in Oil and Gas
industry in Indonesia requires positions for their project as below:

1. Cost Control Engineer

Main Responsibilities:


* Reporting to Senior Cost/Schedule Engineer responsible for
monitoring, controlling and reporting the budget and expenditures of
projects for project management's evaluation
* Monitor and report on planned project budgets and cost/ expenditure
* Prepare project's AFEs and expediting their approval by
Pertamina-BPPKA.
* Carry out comparison between the project budget and the project
cost forecast.
* Identification of any deviations from the budget and provide
recommendations of required corrective action
* Prepare the cost trend analysis of project expenditures.
* Project invoice management, including verification of charge
coding, internal and 3rd party verification and approval.
* Maintain the master EPCI Contract Change Order register and provide
status information as required
* Process change orders and verify prior to the amendments approval
process
* Liases between the EPCI contractor and PMT to obtain accurate cost
data
* Liases with the Site Planning Engineer to produce periodic project
development status report
* Provide cost estimation assistance for change order evaluation
purposes
* Prepare monthly project accruals and liaison with Finance
Department and other departments as required.
* Produce regular cost status report for internal and external
interested parties on regular basis
* Produce project and/or AFE close out reports for internal and
Pertamina BPPKA review
* Perform specialised ad-hoc tasks and attend internal and external
meetings as requested
* Ensure that he and all other relevant managers and employees are
kept informed of all major opportunities, developments or problems,
which may impact the company' business and performance
* Ensure that all business activities conducted personally, comply
with all legal and company requirements.
* Provide assistance in analyzing cost data received from partners on
the WNTS including a comprehensive knowledge of the appropriate
contractual terms on shared costs
Cost Estimate:

* Provision of the appropriate class of estimate based upon project
data maturity.
* Provision of guidance to the project team in regard to information
maturity required for each estimate class.
* Ownership of the estimate production process within the appropriate
gating stages.
* Facilitate a risk and uncertainty analysis for estimates as
appropriate, enabling definition of the probabilistic outcomes and
associated contingency values. Provide check estimates within each
gating stages as appropriate. (Utilizing benchmarking data and in-house
analogs)
* Provide counter estimates within the Management of Change
framework.
* Review and analysis of third party estimates.
* Assist in the creation and maintenance of a comprehensive database
of historic projects costs and norms.
* Work closely with the Development Team and Contractors Team to
ensure that estimates are complied within a pre-determined work and cost
breakdown structure such that the same structure is utilized for
progress and cost reporting/forecasting throughout project life.
* Maintain the Projects Estimating Procedure and ensure it is adhered
to by all relevant project parties.
* Managing the feedback loop from projects to incorporate actual
performance and lessons learned.
* Familiar with conceptual estimating and the usage of Que$tor.

Qualifications:


* Engineering degree with a good and wide spread knowledge and
experience of general project management and cost control especially in
the oil and gas industry
* Have minimum of 6 years work experience in general project
management and cost control and cost estimator in oil and gas project
execution
* Fluent in English both written and spoken
* Familiar with various computer software applications, including
propriety project management software

2. Contract Engineer

Qualifications:


* Bachelor degree in Management, Law or Engineering
* Must have a good and effective communication in English and
negotiation skills.
* Have an extensive knowledge regarding of the Indonesia Government/
Legal/ Pertamina/ Migas regulation that related to contract and
material/equipment procurement procedures.
* Must be self starter who can plan and work independently and must
be consciencious.
* Have minimum 6 years work experience in depth work in oil and gas
industry and previous experience in major oil & gas EPCI project
execution.

* Familiarly with various computer software applications, including
propriety project management software
* Through working knowledge of HSEQ policies and procedures
* Management of contract conditions and contractor requirements in
the Indonesian market is desirable.
