Scope of Work:
· Ensuring that Contractor team (construction and assistance
for commissioning) suitably control the implementation of the Site Health,
Safety and Environment Management (HSE) Plan and Program in accordance with
contractual requirements and Company's approved HSE Manual and HSE Notice to
Contractors (HSENC).
· To provide
assistance, guidance and co-operation to facilitate accurate HSE assessments
and achievements.
· To review daily,
weekly progress and reporting to superintendent
· To assist PJC
management team to ensure Compliance with Total E&P Indonesie Safety
objectives throughout the life of the project.
· To ensure that
Contractors are following all Company rules in matters of Safety and
Environment.
· To monitor the
line of non conforming reporting and corrective actions
· To ensure the
construction, installation and hook-up activities of Contractors to ascertain
that the plant will be built as per specifications, approved drawings and
procedures.
· To advise and
assist CSR (Company Site Representative), CSL (Commissioning Site Leader),
Superintendents and Supervisors with HSE matters and issues.
· To identify
areas of concern which require corrective action by the Contractor and Company
· To ensure the
activities are in conjunction with the Company's personnel that the Health,
Safety and Environment requirements of the Company and Contractor's are
strictly compliance.
· To check that
Contractor organizes his HSE Team in accordance with their approved
organization chart and job description. Any non conformance shall be reported
to Superintendent.
· To evaluate and
investigate as required, any Anomaly, Near miss and Incident which may occur
and give recommendation for further corrective action to be taken.
· To be familiar
with all Contract documents related to HSE requirements. Ensure that all
parties understand the HSE requirements on site.
· To monitor the
Contractor's compliance with Company work permit procedure.
· To conduct with
Contractor, regular HSE inspections of project activities. Maintain record of
such punch list items and they are rapidly closed by Contractor.
· To ensure
Contractor conducting daily HSE talks, toolbox meetings to sire personnel.
· To encourage
Contractor's and Company's Site Personnel on HSE and to report any unsafe
action, condition using proper form.
· To ensure that
all Construction and Commissioning Equipment (cranes, lifting gear, shackles,
sling, chain blocks, etc.) are fit for purpose and have proper certification
and colour coding / tagging where required prior to use on working areas.
· To coordinate
with Contractor for Emergency Drills and Medivac simulation
· To attend HSE
meetings are required.
· To maintain
records as required by Construction Senior Engineer.
· To maintain good
relationship with Contractor's and Company's personnel.



Minimum Qualification:

· D3 engineering or equivalent from recognized university
in related engineering discipline.
· More than 7 but less 10 years of experience in oil &
gas industry or petrochemical industry.
· Experience involved in a project with worth value of
more than 20-50MUSD
· Previous experience including onshore and offshore
SIMPS, Construction, Pipe laying, hook Up and Commissioning activities.
· Good understanding of construction / fabrication /
installation sequence of Topside and & Jacket, pipeline fabrication of
Compression Platform, Wellhead Platform
· Good understanding of HSE practices, safety behaviour,
safety improvement.
· Exposure and good understanding of HSE laws and
regulation such as National Safety Regulation.
· Good communication skills and computer literate.
